HB 57 Summary

• Department of Administration shall approve, administer, and coordinate child care services primarily for state officers' and employees' children and dependents, with secondary access for other parents.

• Department must review availability of state-licensed child care services in target municipalities before approving new programs and provide technical assistance to state agencies.

• Child care programs may be located in state-owned buildings, educational facilities, custodial institutions, or privately owned buildings with legislative consent for legislative activity spaces.

• Operating costs shall be offset by sliding-scale fees charged to parents based on household income, with sponsoring agencies responsible for maintenance, utilities, and operational costs.

• Service providers selected through state procurement procedures must comply with all state and local child care licensing standards, maintain liability insurance, and assume financial and legal responsibility for program operations.

• Effective date: July 1, 2009.
