Changes AS 37.07.070 to require presiding officers of each house to refer the governor's fiscal plan to one or more committees, rather than making referral discretionary.

Mandates the first committee of referral hold at least one hearing on the fiscal plan if it is referred.

Maintains existing time limits for governor's supplemental appropriation requests, which may be introduced by the rules committee only through the 15th legislative day.

Maintains existing time limits for governor's budget amendment requests, which may be received and reviewed by finance committees only through the 30th legislative day.
