HB 63 Summary

• Increases Council on Domestic Violence and Sexual Assault public members from three to four, with one member required to be from a rural area defined as communities with population of 7,500 or less not connected by road/rail to Anchorage or Fairbanks, or 3,500 or less if connected.

• Adds Commissioner of Corrections or designee as a sixth member to the council and extends public member terms from two to three years.

• Changes council quorum requirement from four to five members and requires at least four meetings per year with one including a statewide public teleconference hearing.

• Transfers council staff from exempt service to classified service under Alaska civil service rules, with protection against pay reductions solely due to this reclassification.

• Takes effect July 1, 2009, with the governor required to appoint the new fourth public member within 30 days and all existing public members' terms extended one year.
