AK HB65

Adds military civilian employees and civilian contractors serving under deployment orders to the list of allowable absences for Alaska permanent fund dividend eligibility.

Defines "civilian contractor" as a self-employed individual or employee of a business under contract to support U.S. armed forces.

Defines "civilian employee" as individuals employed by U.S. armed forces branches, the Department of Defense, or activated military reservists.

Allows people who qualify for 2008 or 2009 permanent fund dividends under the new provisions to apply by December 31, 2009, regardless of normal application deadlines.

Makes the amendments retroactive to January 1, 2007, and takes effect immediately.
