Prohibits Alaska refiners from selling or offering to sell motor fuel, space heating fuel, or diesel fuel at prices that are exorbitant or excessive, making such sales unlawful under the Alaska Unfair Trade Practices and Consumer Protection Act.

Establishes prima facie evidence of excessive pricing if the price exceeds by more than 10 percent the average wholesale price of comparable energy resources charged by refiners in Washington state, with refiners able to rebut by proving additional reasonable costs.

Requires the Alaska Attorney General to initiate an investigation if they have reason to believe a refiner has violated the pricing prohibition.

Authorizes civil penalties of not less than the greater of either 10 times the economic benefit obtained through the violation or $50,000,000.

Defines "refiner" as a company, corporation, or individual that owns or controls a refinery producing these energy resources with total annual sales exceeding 1,000,000 gallons.
