Removes the requirement that voters must register before election day, allowing registration at any time throughout the year including on election day.

Persons registering within 30 days before an election or on election day may only cast a questioned ballot rather than being ineligible to vote.

Allows qualified voters to register by completing the registration form on absentee in-person or questioned ballot envelopes, with their names placed on the official registration list if all information is completed.

Requires ballots cast by persons who registered on absentee in-person or questioned ballot envelopes to be counted if they completed all registration information and meet voter qualifications.
