Allows state employees to take up to 15 regularly scheduled work days of unpaid leave per calendar year to volunteer with the American Red Cross during disaster relief operations in Alaska.

Requires supervisor approval for the leave and limits eligibility to employees of state government branches, including the University of Alaska (permanent, nonpermanent, or temporary employees).

Excludes employees of the Alaska Housing Finance Corporation, Alaska Railroad Corporation, and organized militia members from this leave provision.

Permits employees to maintain health and life insurance eligibility while on unpaid leave but prevents accrual of state pay and benefits during the leave period.

Stipulates that injuries sustained while volunteering on this leave are not covered under state workers' compensation, with a "disaster" defined as an event formally designated at level II or higher by the American Red Cross.
