Repeals the Governor's Committee on Employment of People with Disabilities and replaces it with the State Vocational Rehabilitation Committee.

Committee composition must comply with federal requirements under 29 U.S.C. 725 and 3003, replacing the previous statutory list of required professional categories.

Changes chair selection from gubernatorial appointment to election by committee members, subject to gubernatorial disapproval, with a one-year term.

Increases required meetings from annually to four times per year, with allowance for telephonic participation.

Existing committee members continue service under the new committee if they meet eligibility requirements, until their terms expire.
