Amends Alaska's Unfair Trade Practices and Consumer Protection Act to extend protections against unwanted telephone solicitations to cellular and mobile telephones.

Expands the definition of "telephone solicitation" to explicitly include solicitations made to customers on their cellular or mobile telephones, in addition to calls to residences.

Makes calls to cellular or mobile telephone numbers registered with the national do not call registry (maintained by the Federal Trade Commission and Federal Communications Commission) violations of Alaska consumer protection law.

Preserves existing exemptions from the do not call restrictions, including calls from charitable organizations to donors, business-to-business calls, and calls to prior customers within 18 months.
