Requires judgment debtors to deposit the full judgment amount plus postjudgment interest when requesting a stay of execution on judgments over $100,000 in favor of the state or a political subdivision, unless the court orders otherwise for good cause.

Mandates postjudgment interest be compounded quarterly at the greater of either the applicable statutory rate or the judgment debtor's rate of return on equity from their most recent quarterly earnings report as of the appeal notice date.

Applies to judgments from state or federal courts with sufficient connections to Alaska to satisfy constitutional jurisdictional requirements.

Defines "judgment debtor" to include affiliates of the judgment debtor and "judgment" to mean any final administrative determination or judgment entered in favor of the state or political subdivision.

Makes the law applicable only to deposit requirements for stays of execution requested after the effective date of the Act.
