Authorizes the Department of Military and Veterans' Affairs to establish and maintain Alaska veterans' cemeteries serving state veterans, spouses, and eligible dependents.

Creates the Alaska veterans' cemetery fund as a special account in the general fund to receive appropriations for construction, operation, and maintenance of cemeteries beginning in fiscal year 2009.

Establishes special request license plates commemorating Alaska veterans with a $100 one-time fee plus $35 biennial fee; excess plate fee revenue may be appropriated to the veterans' cemetery fund.

Permits the department to accept gifts, donations, grants, and land for cemetery purposes and to enter into maintenance agreements with political subdivisions and other entities.

Requires the department to consult with the Alaska Veterans' Advisory Council to adopt eligibility regulations, apply for federal state veterans' cemetery grants under 38 U.S.C. 2408, and receive federal plot or interment allowances on behalf of the state.
