Urges the Alaska Industrial Development and Export Authority (AIDEA) to present a business case to the legislature that includes financing methods, proposal solicitation plans, and economic feasibility analysis for a state-built, privately operated fuel storage facility.

Facility would store jet fuel, diesel, and gasoline with capacity leased to users, distributors, and other interested parties to provide Alaskans with reliable fuel at competitive prices.

Identifies Alaska's geographic isolation, limited fuel import options, and restricted storage capacity at ports of entry as factors contributing to historically high fuel costs compared to other states.

Notes that jet fuel demand is concentrated at Ted Stevens International Airport in Anchorage and Fairbanks International Airport, and that Alaska's low diesel and gasoline demand makes it uneconomical for out-of-state suppliers to ship large quantities.

Asserts that significant fuel storage capacity could enhance energy security, support national security and military operations, meet seasonal demand increases, and protect the economic viability of Anchorage's airport.
