HCR 2 Summary

• Urges the Governor to support the in-state natural gas pipeline project by securing permits, rights-of-way, engineering specifications, and other approvals to bundle for sale to private pipeline companies and move the project to construction phase.

• Urges the Governor to support efforts to obtain letters of intent from industrial users of natural gas, including Agrium U.S., Inc., ConocoPhillips/Marathon, mining companies, and other businesses for value-added processing to ensure pipeline economic viability and create jobs.

• Urges the Governor to pursue renewal of the U.S. Department of Energy export license to allow exporting North Slope or Brooks Range natural gas that exceeds Alaska's domestic needs.

• Urges the Governor to continue negotiations with entities capable of supplying natural gas from the North Slope or Brooks Range foothills to Southcentral and Interior Alaska on commercially reasonable terms and in sufficient quantities to meet energy needs.

• Urges the Governor to expedite permits for constructing a gas-to-liquids facility at Point Mackenzie if a feasibility study demonstrates economic viability, and to take all requested actions immediately with reasonable speed and effort.
