Establishes the Economic Development Planning Commission in the legislative branch to develop and recommend economic development strategies to the Governor and legislature

Commission consists of nine members: one House member, one Senate member, four public members with private sector business expertise appointed by legislative leaders, two state commissioners (Commerce and Labor), and the president of the Alaska Partnership for Economic Development

Appointed public members serve without compensation but receive per diem and travel expenses under AS 39.20.180

Commission must review existing economic development initiatives (Alaska Forward Initiative, Governor's Legacy Initiative), make recommendations on methods and financing, and present draft legislation to relevant committees by January 30, 2011

Commission may prepare legislation to restructure state economic development functions into a new public corporation, new department, or division within the Department of Commerce, Community, and Economic Development; authorized to begin work immediately or April 30, 2010 (whichever is earlier) and terminates June 30, 2012
