Establishes the Alaska Northern Waters Task Force in the legislative branch with 11 members: 2 senators, 2 representatives, and 7 jointly-appointed members (5 public members with 3 from coastal areas, 1 state executive branch representative, and 1 federal representative)

Task force duties include assessing creation of state and federal ocean waters commissions, facilitating regional coordination and stakeholder engagement, coordinating efforts among federal/state/local agencies, and conducting hearings in Northern Alaska

Public members and the federal representative (if not federally reimbursed) are eligible for per diem and travel expenses under AS 39.20.180

Task force must deliver a preliminary report to the legislature by January 20, 2012, and a final report with legislative proposals by January 30, 2012

Continuation or termination of the task force shall be reevaluated during the Second Regular Session of the Twenty-Seventh Alaska State Legislature
