Suspends Uniform Rules 24(c), 35, 41(b), and 42(e) regarding changes to bill titles to allow consideration of Senate Bill No. 220

Senate Bill No. 220 addresses energy efficiency, energy conservation, and alternative energy programs including an emerging energy technology fund and definitions related to power projects and alternative energy systems

Establishes an Alaska energy efficiency revolving loan fund

Directs the Department of Transportation and Public Facilities to prepare a report on the feasibility of using compressed natural gas to power state-owned or state-operated vehicles, including a pilot program proposal if warranted

Authorizes the Alaska Housing Finance Corporation to issue bonds and requires reports on municipal energy improvements financing programs and energy initiatives from the Office of the Governor
