Requests the governor to promote and support a natural gas "bullet pipeline" from the North Slope to the Cook Inlet region to address immediate energy needs before the major Alaska Gasline Inducement Act project becomes operational after 2016.

Directs the governor to initiate negotiations to reopen the Agrium U.S., Inc. urea fertilizer plant in Kenai, which closed in 2007 due to lack of natural gas feedstock.

Cites declining Cook Inlet natural gas production, closure of the Agrium facility resulting in loss of over 150 jobs, and a 400 percent increase in fertilizer costs to Alaska farmers due to shipping expenses.

Notes that over 25,000 acres of farmland valued at approximately $22,700,000 depend on affordable fertilizer supply, and loss of farming operations threatens state food security.

Requires any action to honor current Alaska Gasline Inducement Act license obligations and provide gas delivery to off-road system communities where feasible.
