HCR 32 Summary

• Suspends four Uniform Rules of the Alaska State Legislature (Rules 24(c), 35, 41(b), and 42(e)) regarding changes to bill titles to allow consideration of Senate Bill No. 312.

• Sets commercial passenger vessel excise tax at $34.50 per passenger for each voyage and reduces state excise tax by the amount of municipal tax imposed before December 17, 2007.

• Deposits gambling tax proceeds from commercial passenger vessels into the general fund and authorizes appropriations from the commercial vessel passenger tax account to the first seven state ports of call.

• Limits use of appropriated funds to expenditures for port facilities, harbor infrastructure, and services provided to commercial passenger vessels and passengers.

• Repeals the regional cruise ship impact fund and requires the Department of Revenue to administer the excise tax and adopt regulations.
