Requests the governor to promote and support development of a natural gas "bullet pipeline" from the North Slope to the Cook Inlet region to provide immediate energy security while major pipeline projects are under construction.

Directs the governor to advocate for increasing natural gas export authorization from the U.S. Department of Energy to 60,000,000,000 cubic feet per year, with the increase supplied from North Slope production.

Addresses declining Cook Inlet natural gas production that resulted in facility closures and projected demand increases from 200,000,000 to 700,000,000 cubic feet daily between 2010 and 2025 in Interior and Southcentral regions.

Requires any action to honor existing Alaska Gasline Inducement Act license obligations and provide gas delivery to off-road system communities where feasible.
