Requests the governor to support timely construction of a natural gas "bullet pipeline" from the North Slope to the Cook Inlet region to address energy security needs.

Seeks private entity commitment to make a final investment decision on the pipeline by November 1, 2010.

Addresses Cook Inlet natural gas production decline that caused closure of the Agrium U.S., Inc. facility in Kenai and risks inadequate gas supplies to consumers.

Notes that the major state-licensed gas pipeline project under AS 43.90 will not deliver North Slope gas until after 2016, creating an immediate energy gap.

Requires any action to honor existing obligations under the Alaska Gasline Inducement Act license and provide gas delivery off the road system where feasible.
