Amends Rule 27(b) to specify that only the prime sponsor, a joint prime sponsor with agreement of all other joint prime sponsors, or the committee chair that introduced a measure may move to withdraw it before transmission to the second house.

Modifies Rule 36 to allow members to request drafts of proposals for bills or resolutions (not limited to bills and constitutional amendments) and increases joint prime sponsor prefiling limit to 20 additional measures beyond the 10-measure sole prime sponsor limit.

Updates Rule 37(a) to require measures introduced by members to have at least one prime sponsor or more than one joint prime sponsor, and allows members to withdraw their name as sponsor when a measure is in the house of origin.

Amends Rule 39(b) and 39(d) to allow the presiding officer to direct the clerk or secretary to dispense with reading the full title during first and third readings, with only the first phrase of the title read if directed.

Changes terminology throughout from "bill" to "measure" to include both bills and resolutions in applicable rules.
