Alaska Legislature opposes H.R. 45, the Blair Holt's Firearm Licensing and Record of Sale Act of 2009, and urges Congress to reject it.

H.R. 45 would make it a federal felony to possess a firearm without a license and to transfer a firearm to an unlicensed person.

The bill would require the U.S. Attorney General to establish a federal firearms registration system documenting all sales and transfers, and create a 72-hour reporting requirement for lost or stolen firearms.

Alaska Legislature contends the bill's provisions collectively constitute a gun registration system that infringes on Second Amendment rights, citing both the U.S. Constitution and Alaska's Constitution Article I, Section 19.

Resolution urges Alaska's Congressional delegation to oppose H.R. 45 and support expanded federal funding for firearm education programs as an alternative approach to addressing gun violence.
