Urges United States Congress to refrain from passing legislation that designates Area 1002 of the Arctic National Wildlife Refuge as wilderness

States that Area 1002 contains an estimated 10.4 billion recoverable barrels of oil and significant quantities of natural gas, despite comprising only 8 percent of the total refuge area

Notes that Area 1002 was excluded from wilderness designation in 1980 as part of a compromise when the Alaska Wildlife Range was converted to the Arctic National Wildlife Refuge

Claims that oil and gas operations would occupy only 2,000 acres out of 1,500,000 acres in Area 1002 (approximately 0.13 percent) assuming full development and leasing

Directs copies of the resolution to be sent to the President, Vice President, relevant Cabinet members, Congressional leadership, and all members of the 111th Congress
