Amends Article IX of the Alaska Constitution to establish a new Facility Maintenance Fund as a separate fund in the state treasury.

Exempts the Facility Maintenance Fund from Article VII constitutional spending limits, allowing appropriations to be made to the fund's principal and allowing invested income to accumulate.

Restricts fund withdrawals to income only, prohibiting appropriations from the fund's principal, and limits income use to maintenance and upgrades of buildings, roads, and other state, municipal, school district, and University of Alaska facilities.

Explicitly prohibits appropriations from the fund for construction of new facilities, limiting use to maintenance and upgrades only.

Directs the proposed constitutional amendment to be placed before voters at the next general election in accordance with Alaska election laws.
