Designates 2009 as the Year of the Noncommissioned Officer Corps of the United States Army, in recognition of the Secretary of the Army's designation honoring more than 200 years of service.

Acknowledges the Noncommissioned Officer Corps' historical role as the backbone of the Army, serving as small unit leaders, technical experts, trainers, and guardians of Army standards.

Recognizes noncommissioned officers and their families for their sacrifices, courage, and patriotism in combat operations including Operation Iraqi Freedom, Operation Enduring Freedom in Afghanistan and the Philippines, and other global locations.

Encourages the people of the United States to recognize 2009 as the Year of the Noncommissioned Officer Corps with appropriate ceremonies and activities.

Directs copies of the resolution to be sent to the U.S. Secretary of the Army, Chief of Staff of the Army, Alaska Governor, U.S. Senators, and U.S. Representative.
