Proposes a new Section 18 in Article IX of the Alaska Constitution authorizing the governor to enter into contracts that limit taxes related to gas production.

Requires approval by a majority of the membership of both houses of the legislature before the governor may provide fiscal certainty through tax limitation contracts.

Tax limitation contracts are permitted only for the purpose of constructing a natural gas pipeline for transporting natural gas produced in Alaska.

Delegates to the legislature the responsibility to prescribe by law the method for approving contracts or amendments under this constitutional provision.

Amendment shall be submitted to Alaska voters at the next general election in accordance with state constitutional and election law procedures.
