Disapproves the Local Boundary Commission recommendation from January 15, 2010 to annex approximately 0.05 square miles of territory to the City of Fairbanks.

Contends the annexation would create an enclave and violates legal standards under Alaska Administrative Code sections 3 AAC 110.090-110.140 and 3 AAC 110.900-110.982 regarding reasonable need, effects on the state, and emergency services.

Objects that the Fourth Judicial District was not represented on the Local Boundary Commission during the proceedings and all commercial residents in the proposed annexation territory oppose it.

Cites that the annexation would eliminate approximately $52,000 in annual revenue from the Fairbanks North Star Borough's fire service area and cost an additional approximately $400,000 in lost revenue.

States that City of Fairbanks police and fire departments cannot meet current demand for emergency services within existing boundaries and annexation would significantly increase response times, putting residents at greater risk.
