Amends Article X, Section 12 of the Alaska Constitution to clarify that local boundary commission proposals become effective at the end of the legislative session unless disapproved by majority vote in both houses.

Adds new subsection (b) requiring voter approval from residents within the affected area for any proposed annexation to or detachment from a city or organized borough, unless no voters reside in the area.

Removes the previous 45-day waiting period for boundary changes to take effect, streamlining the timeline for implementation.

Requires the proposed constitutional amendments to be placed before Alaska voters at the next general election in accordance with Article XIII, Section 1 of the Alaska Constitution.
