Urges the United States Coast Guard to amend regulations allowing small vessels to transport fuel, cargo, and passengers concurrently for delivery to remote Alaska communities and businesses.

Requests the Coast Guard adopt regulations permitting vessels transporting small quantities of fuel to be constructed of aluminum rather than other materials.

Cites federal regulations in 46 C.F.R. Chapter 1, Subchapters D, I, and T, which currently prohibit smaller vessels from carrying fuel, cargo, and passengers at the same time without exemption.

References 46 U.S.C. 3302(i)(1) which allows single vessel exemptions due to Alaska's unique geography, supporting the need for regulatory amendments.

Directs copies of the resolution to be sent to the Secretary of Homeland Security, Coast Guard Commandant, and Alaska's congressional delegation (Senators Murkowski and Begich, Representative Young).
