Urges U.S. Congress to pass legislation opening the Arctic National Wildlife Refuge coastal plain to oil and gas exploration, development, and production

Estimates coastal plain contains approximately 10.4 billion barrels of recoverable oil with highest potential for major oil and gas discoveries in North America

Supports development of the "1002 study area" (1.5 million acres representing 8% of the 19 million-acre refuge) with development footprint of 2,000 acres or less

Requires that any development protect the Porcupine Caribou herd population levels, use directional drilling and advanced technology to minimize environmental impact, and employ Alaska's workforce to maximum extent possible

Opposes any reduction in Alaska's 90% royalty revenue share from federal land development and any wilderness designations in the coastal plain area
