Requests the Department of Natural Resources and Department of Revenue to prepare biannual reports to the legislature on the status of the Alaska Gasline Inducement Act (AGIA) project licensed to TransCanada Alaska Company and Foothills Pipe Lines Ltd.

Reports must be submitted on April 30 and October 31 of each year, continuing until the licensee obtains a Federal Energy Regulatory Commission certificate of public convenience and necessity.

April 30 reports must include project status and timelines, major achievements, third-party assessments, and Alaska workforce and business participation details.

October 31 reports must include the number of Alaska businesses contracted, number of Alaskans hired for seasonal and full-time work, and evaluation of whether hiring and contracting met prior expectations.

All reports must include updates on market and cost expectations, cost estimates for development and execution phases, capitalization plan alternatives, and assessments of project viability changes.
