Creates the Stampede State Recreation Area by designating specific state-owned lands in six townships near Denali, excluding national park lands, for public recreation purposes

Establishes area management responsibilities with the commissioner handling land and mineral estate management and the Department of Fish and Game managing fish and game resources

Permits all-terrain vehicles, watercraft, snowmobiles, horseback riding, hiking, bicycling, hunting, fishing, and other motorized and nonmotorized recreational activities within the area

Prohibits the state from acquiring privately owned land through eminent domain for inclusion in the recreation area, though voluntary purchases are authorized

Restricts the commissioner's authority to prohibit lawful hunting, fishing, trapping, and weapon use except where weapons pose a public safety threat, and requires consultation with Denali Borough Assembly on management decisions
