Repeals AS 14.03.075 and AS 14.07.165(5), eliminating the secondary student competency examination requirement and related provisions effective July 1, 2011.

Removes reporting requirements for the number and percentage of students passing the competency examination and each examination section from annual school performance reports to the legislature.

Deletes references to competency examination waivers from graduation rate reporting and removes alternative assessment program reporting requirements tied to competency exam standards.

Modifies school accountability system to use standards-based assessments in reading, writing, and mathematics without including competency tests as a measure of student performance.

Clarifies that charter schools remain subject to competency tests required by the department, but removes specific reference to secondary school competency testing.
