Mandates the Department of Transportation and Public Facilities to conduct energy audits of public facilities showing substantial energy inefficiency and provide recommendations for corrective measures prioritizing operational changes over structural modifications.

Requires the department to retrofit all public facilities listed in the energy use index database within 15 years, with authority to use energy performance contracts with private companies to finance and manage efficiency improvements.

Requires energy retrofits to meet or exceed ASHRAE/IESNA Standard 90.1 building energy standards and mandates annual performance reports to the legislature for three years following each retrofit project completion.
