Allows school districts to provide optional prekindergarten programs for children four or five years of age who reside in the district.

Permits children four or five years old (as of September 1) who are under school age to enter public school prekindergarten programs.

Requires the state board to adopt regulations for prekindergarten program implementation using a model curriculum developed by the department.

Establishes that prekindergarten programs must be funded under the general school funding formula and cannot be counted in average daily membership if funded through other sources.

Takes effect July 1, 2012.
