Appropriates $357,055,400 in federal economic stimulus funds under the American Recovery and Reinvestment Act of 2009 to the Department of Transportation and Public Facilities for capital projects.

Funds $45,600,000 for airport stimulus projects across Alaska, including relocations and improvements in Akiachak, Allakaket, Fairbanks, Fort Yukon, and other communities.

Allocates $148,273,900 for highway and bridge stimulus projects, including culvert work on the Dalton Highway, resurfacing on Parks and Glenn highways, and erosion protection in Kotzebue.

Provides $9,083,900 for transit stimulus projects statewide, including rural formula capital projects and a downtown transit center in Juneau.

Amends prior appropriation legislation from 2000-2008 to reallocate federal receipt amounts and establish Federal Economic Stimulus fund sources for Transportation and Public Facilities projects.
