Authorizes the Department of Transportation and Public Facilities to apply for and expend funds from the American Recovery and Reinvestment Act of 2009 (P.L. 111-5)

Directs the department to pursue funds from four federal agencies under the Department of Homeland Security: United States Customs and Border Protection, Transportation Security Administration, United States Coast Guard, and Federal Emergency Management Agency

Directs the department to pursue funds from five federal agencies under the Department of Transportation: Office of the Secretary, Federal Aviation Administration, Federal Highway Administration, Federal Transit Administration, and Maritime Administration

Instructs the department to seek maximum available funding from the federal programs, recognizing that the Department of Transportation has discretion in allocating funds under some appropriations

Takes effect immediately upon enactment
