Establishes the Southeast State Forest comprised of state-owned or acquired land and water within 22 specifically described township parcels located in the Copper River Meridian area.

Requires the commissioner to prepare a management plan for the Southeast State Forest under existing statutory provisions and authorizes establishment of transportation corridors within the forest.

Preserves the City and Borough of Wrangell's land selection rights under AS 29.65.040(d) for state land within its boundaries, and allows newly incorporated municipalities before June 30, 2019 to count pre-existing vacant state land toward their entitlements without selection rights.

Authorizes the Department of Natural Resources to immediately adopt regulations implementing the forest designation, with regulations effective July 1, 2009.

Takes effect July 1, 2009, except regulations authority which takes effect immediately.
