Requires independent contractor subcontractors with no employees to secure workers' compensation coverage under AS 23.30.041, 23.30.050, 23.30.095, 23.30.145, and 23.30.180-23.30.215.

Makes the contractor liable for securing workers' compensation payment if the subcontractor fails to do so.

Makes the project owner liable for securing workers' compensation payment if both the subcontractor and contractor fail to do so.

Makes subcontractors liable to contractors for any additional premiums the contractor incurs due to the subcontractor's failure to secure required workers' compensation payment.
