Prohibits municipalities from requiring fire sprinkler systems in new single-family residential buildings or new residential buildings with not more than two dwelling units, except as provided by ordinance.

Allows municipalities to adopt ordinances requiring sprinkler systems in these residential building types, but only after meeting specific procedural requirements.

Requires municipalities to publish notice of the proposed ordinance at least 30 days before the first public hearing, including a summary and hearing schedule.

Mandates at least three public hearings on the proposed ordinance to be scheduled within a period of 60 to 180 days.

Applies to both home rule and general law municipalities and takes effect July 1, 2010.
