Establishes the Alaska Economic Stimulus, Stability, and Job Security Task Force in the legislative branch, consisting of nine members: three from the House of Representatives appointed by the Speaker, three from the Senate and one Alaska Municipal League representative appointed by the Senate President, and two from the executive branch appointed by the Governor.

Requires the task force to assess federal funds appropriated for Alaska under the American Recovery and Reinvestment Act of 2009 and identify potential recipients of those funds.

Directs the task force to recommend how federal stimulus money and Alaska resources can best be used to stimulate Alaska's economy and minimize recession effects over the next 24 months.

Task force must meet at least six times and may meet in locations outside the capital, with a legislative member serving as chair and legislative staff providing support.

Requires three reports to the legislature: draft report before May 1, 2009; initial report before July 1, 2009; and final report before April 1, 2010; the task force automatically repeals on April 1, 2010.
