Amends AS 19.25.105(a) to add a new exception allowing political noncommercial signs on private property within 660 feet of highway right-of-way, subject to specified conditions.

Requires property owner permission to post political signs and limits individual or conjoined signs to 32 square feet total on each side.

Prohibits political signs that interfere with, obstruct, confuse, or mislead traffic or pose a traffic hazard.

Requires political signs to comply with department regulations regarding removal of signs lacking current relevance, defined as signs whose subject matter is no longer under ongoing public consideration or whose decision date has passed.

Defines "date of decision" to include election dates, ballot measure dates, governor action dates on bills, settlement of armed conflicts, and conclusion of contract negotiations.
