Creates the Sex Offender Management Board within the Department of Corrections to address issues related to management of sex offenders after their release from confinement.

Board membership includes representatives from the Departments of Corrections, Health and Social Services, and Public Safety; the Attorney General and a district attorney; a licensed mental health professional; a victim advocate; representatives from municipal law enforcement agencies; and judicial appointees, with members serving five-year terms.

Board shall conduct a thorough assessment of current sex offender management practices, including numbers, supervision, treatment, housing, recidivism, victim safety concerns, and monitoring practices.

Board shall develop recommendations to improve sex offender management practices with the goal of improving community safety, addressing supervision, treatment, monitoring, housing, community transition, and interagency coordination.

Defines "sex offender" as any person required to register under Alaska Statute 12.63.
