Declares that firearms, firearm accessories, and ammunition manufactured and retained within Alaska are exempt from federal regulation under the Interstate Commerce Clause if they do not travel in interstate commerce.

Requires such firearms to be manufactured in Alaska from basic materials without significant parts imported from other states; generic parts like springs and screws do not subject firearms to federal regulation.

Excludes from exemption: firearms that cannot be carried by one person, firearms with bore diameter greater than 1.5 inches using smokeless powder, explosive ammunition, and firearms discharging multiple projectiles with one trigger activation.

Requires firearms manufactured under this exemption to be stamped with "Made in Alaska" on a central metallic part such as the receiver or frame.

Directs the Alaska Attorney General to defend state citizens prosecuted by the federal government for manufacturing or possessing such firearms and to seek a declaratory judgment from U.S. District Court confirming the law's constitutionality; effective October 1, 2009.
