Expands the village public safety officer program in the Department of Public Safety to include boroughs alongside nonprofit regional corporations for appointing and training officers in rural areas.

Extends grants for village public safety officers to boroughs with populations of less than 10,000, requiring the public safety commissioner to coordinate with the corrections commissioner and jointly execute agreements.

Requires the public safety commissioner to consult with the relevant nonprofit regional corporation and borough before providing grants under this program.

Authorizes the public safety commissioner and corrections commissioner to adopt regulations establishing minimum standards, training requirements, and participation criteria for village public safety officers.

Grants boroughs explicit authority to receive grants from and contract with the Department of Public Safety for the village public safety officer program, notwithstanding other state law.
