AK SB15

Establishes the "Fetal Pain Awareness and Prevention Act" to require pregnant women considering abortion to receive complete information about pregnancy status, fetal pain capacity, and anesthesia options.

Requires the Department of Health and Social Services to maintain an Internet resource with comprehensive medical information including fetal development photographs at four-week intervals, abortion procedure risks, pregnancy/childbirth risks, and contraceptive options, all reviewed by State Medical Board-designated obstetrical specialists.

Mandates that for abortions of unborn children at 20 weeks gestational age or more, women must receive in-person information on fetal pain, actual abortion procedure steps, and available anesthesia/analgesia options at least 24 hours before the procedure.

Requires written certification that the woman received fetal pain and anesthesia information and either requested or declined fetal anesthesia; violations subject to administrative fines, discipline, and malpractice liability.

Provides medical emergency exceptions to these requirements when the physician determines a medical emergency exists, anesthesia would decrease fetal viability prospects, or anesthesia would increase risks to the pregnant woman's health.
