Increases State Council for Interstate Adult and Juvenile Offender Supervision from 7 to 9 members, adding the commissioner of health and social services and a compact administrator for juvenile supervision.

Repeals and reenacts the Interstate Compact for Juveniles in AS 47.15.010 with comprehensive provisions establishing the Interstate Commission for Juveniles, including governance structure, powers, duties, rulemaking procedures, and enforcement mechanisms.

Transfers juvenile compact administrator designation authority from the governor to the commissioner of health and social services.

Makes provisions of Article VII(a)(2) regarding service of process and standing to intervene conditional on receiving a two-thirds majority vote in both legislative houses.

Takes effect only if at least 34 states other than Alaska ratify the Interstate Compact for Juveniles, with implementation occurring by July 1, 2009 at the latest.
