Appropriates $252,478,200 in federal stimulus funding from the American Recovery and Reinvestment Act of 2009 (P.L. 111-5) across multiple state agencies and the University of Alaska.

Allocates funds for education ($20.7M), environmental conservation ($137.6M including water and drinking water stimulus), labor and workforce development ($3M for AVTEC building), natural resources ($2.5M for forestry and fire management), housing programs ($39.6M through AHFC), and University of Alaska research ($117M).

Designates funding sources as $251.5M from Federal Economic Stimulus (1212) and $1M from Statutory Designated Program Receipts (1108), with zero allocation from general funds.

Acknowledges the extraordinary one-time nature of these appropriations and recognizes that similar federal and state appropriations are unlikely to recur.

Makes the act retroactive to February 17, 2009, and takes effect immediately.
