Reduces the maximum width of tidewater easements reserved by the Department of Natural Resources from 25 feet to 10 feet above the mean high water line in University of Alaska land conveyances.

Restricts tidewater easements to pedestrian access only and prohibits commercial or other uses.

Requires the commissioner to provide public notice and opportunity for comment to affected municipalities, platting authorities, and local residents before vacating, releasing, modifying, or relocating public water access easements.

Establishes that the commissioner must give substantial weight to comments from municipalities, platting authorities, and directly affected local residents when making easement modification decisions.

Applies these provisions to all easements and rights-of-way for tidewater access created by the Department of Natural Resources for land disposals occurring after the Act's effective date.
