Enacts the Interstate Compact on Educational Opportunity for Military Children into Alaska law, creating a multi-state agreement to remove educational barriers for military children during frequent moves and deployments.

Requires receiving states to honor course placements, educational program placements, and grade levels from sending states; provides 30-day grace period for immunizations and allows students to continue enrollment regardless of age requirements.

Establishes an Interstate Commission with one voting representative from each member state (the compact commissioner) to promulgate rules, resolve disputes, and enforce compact provisions with force and effect of statutory law.

Creates a State Council in Alaska including the state superintendent of education, a superintendent from a school district with high military concentration, a military installation representative, and legislative and executive branch representatives.

Takes effect only after at least 10 states ratify the compact; allows Alaska to participate and designate a compact administrator to coordinate with state agencies and facilitate proper administration of the compact.
